The Government of
Bulgaria intends to borrow from the World Bank a loan towards the cost of the
Municipal Infrastructure Development Project and it intends to apply part of
the proceeds of the Loan for consulting services.
One component of the proposed project will elaborate master plans in the water
sector for six regions to cover all the country as follows: north-west region,
central-north region, northeast region, south-west region, central-south region
and south-east region. Consulting services are required to:
Prepare master plans for water supply and
wastewater
Prepare a corporate development plan,
including an investment program
Consulting services are required for approximately 12 months from the
commencement date. The estimated level of staff inputs for each contract would
vary between 340 and 490 staff-months.
The Ministry of Regional Development and Public Works now invites eligible
consultants to indicate their interest in providing the services in one or more
regions specified above. Separate contracts will be concluded for each region.
The Consultants may express their interest for one or more contracts and,
therefore, will need to specify the region(s) for which they express their
interest.
Interested consultants must provide information indicating that they are
qualified to perform the services (brochures, description of similar
assignments, experience in similar conditions, availability of appropriate
skills among staff, etc.). Consultants may associate to enhance their
qualifications. Consultants willing to undertake more than one contract will have
to provide documentary information to demonstrate their capacity to undertake
multiple contracts in parallel, such as: previous experience in similar
multiple assignments, financial capacity to manage multiple contracts in
parallel, availability of staff in number and qualifications required for
assignment in parallel contracts, and any other information supporting their
capacity.
The consultants will be selected in accordance with the procedures set out in
the World Bank's Guidelines: Selection and Employment of
Consultants by World Bank Borrowers (current edition) through the Qualification and Cost
Based Selection method (QCBS).
